Otherwise the generated tool descriptions are incompatible with all non-Rabix Bunny CWL executors

@kaushik-work I see you added this for 1.0.1 but I have version 1.0.1 and defaults still are produced as sbg:toolDefaultValue - is there a new milestone for this fix?
