Allow 'make V=1' to echo specific build steps #9

Hi Richard,

I'm a big fan of rboot! We're hoping to integrate it more closely into esp-open-rtos over the next little while.

This is a small tweak I found useful, supporting the common V=1 flag for verbose build steps.
