Some numeric fields should allow character strings

(From the email I sent in November)...

Some of the numeric fields should be characters:

Wind Speed: We usually do not have an exact value for wind speed and will enter "Calm" or "5-10" in the form.
Ambient Before: Again we don't have an exact number for this and will enter "< 50"

... It would probably be OK to make everything a character field just so we have the flexibility on the input values
