Python port #47

This is a very early PR to start playing with a port to Python (see #36). I'm opening it now so my development process and architecture are available for discussion, and so Travis can run on it.

@rachelss I'm sorry I just realized I wasn't really clear with my intent on this PR. It wasn't ready for merge. That's fine though, there wasn't anything in it that should cause a problem. We can keep the discussion at #36 until I'm ready to have some code looked at.

I wasn't sure. I was wondering if it should have been a branch. But it was a submitted pull request.

It is a branch off of my fork. I'll submit it again for PR once I've made more progress. I did an early PR so you all could see how the progress is coming along but I think that was premature, since we already have a discussion started at #36. If there's something that requires looking at the code I'll do another PR at that time. Sorry for the confusion!
