Adding systemctl_status.sh #159

Simple plugin for returning the output of systemctl is-system-running as a string.

I use this for monitoring my CentOS servers.

Thanks; I've made a couple more changes to the script and alarm to reduce noise (e.g., status "starting" should not trigger the alarm). I will update my branch as soon as I confirm that it works on my instances.
