Add Vagrant support #135

It is currently not possible to develop Canon on Windows. As convenient as script/bootstrap is, there is a non-trivial amount of work necessary to get from a fresh Linux install to being able to run script/bootstrap. By adding Vagrant support, anyone can prepare a complete Canon development environment with a single command — no matter what platform they're on.

This looks fine to me, but I haven't actually tested it out the Vagrant box. As this isn't really a release-impacting feature, I'm cool with going ahead and merging it. We can change the Vagrant provisioning process if anyone has issues.
