Add Rack CLI to User Guide. #377

While there will still be clients using Neutron, Nova, Curl, and various OpenStack based clients in their Command Line Interface, Rackspace just launched it's own Openstack GO based client called Rackspace CLI.

The client is currently in beta, and is now being distributed to our customer base. As such, we need to add Rack CLI to the User Guide, and link out to our Rack CLI user guide. This might involve fairly extensive rewrites to this section: https://developer.rackspace.com/docs/user-guides/infrastructure/cloud-interfaces/cli/.

RackCLI has been added. I am closing the issue for now but we will need to continue to update the User Guide to add Rack CLI as the development of the tool continues.
