fix: revert images from 2024 back to 2023 #306

We intend to upgrade to 2024 in the near future but the default installation should continue to provide 2023 for now.

if you do this you WILL get deadlocks

Spoke w/ @aedan and @timolow - we're going to close this so we can test the upgrade process in DFW from 2023 -> 2024.
