Add playbook to set uniform service types for all subnets of a network.

In particular, we want to set some service types for all subnets of PUBLICNET to disallow instances from creating a server with a port on the PUBLICNET, so that they have to use floating IPs, and the playbook run defaults to that network and the service types to enforce that.

• I tested this on DFW by:
  1. Before applying this:
     1. creating a server with a floating IP before applying this and making sure it worked
     2. creating a server connected to PUBLICNET before this and making sure it worked
  2. applying this
  3. After applying this:
     1. trying to create a server connected to publicnet and seeing that build fail.
     2. creating a new server with a floating IP and making sure it worked
     3. checking the connectivity of the server connected directly to PUBLICNET before trying this, which continued to work

It looked like this gave japerezjr an issue with Amphora in DFW. It looks like DFW may have some network other issues. Ultimately, it looks like this probably works, but I'll wait a bit for japerezjr to work on DFW a bit, and then make sure it all looks good with Amphora. I've marked this as a draft for a bit.
