Replace kube-ovn.readthedocs.io/zh-cn/stable links with kubeovn.githu… #385

…b.io/docs/stable in OVN documentation.

Those readthedocs.io links have zh-cn in the URL for the Chinese language, I think, which seems inconsistent with the /en and English display of the pages.

I tested the replacement links, and they look like a more canonical source of documentation.
