Build jobs are failing for rcbops/rpc-openstack in Strider #555

Hi @smashwilson,

In rcbops/rpc-openstack master branch, I noticed @rackernexus is not displaying a build preview for Reno generated release notes in PRs. When I look in https://build.developer.rackspace.com/, build jobs are failing. Any thoughts on how to resolve this?

The error message is:

$  Deconst content directory: /workspace/data/rcbops-rpc-openstack-master/job-57bb806f3ddba901000306aa/releasenotes
Oh no: [Error: Unable to infer preparer]

The issue with your build is that the _deconst.json file (and deconst-requirements.txt) aren't in the Sphinx root directory (the one with your conf.py file; it looks like it should be releasenotes/source).
