publish a CF log event when we detect servers with "strange" statuses #1713

basically anything in WAIT or IGNORE (double-check this).

Not really sure the best place to do this yet.

Otter would probably be fine if we just log it to Logstash. We can create a logstash rule that will send an email when it encounters one.
