Helper knowledge #21

We need to store a bit of information about the Helpers on our team, to route incoming incidents, manage notifications, and recognize Helper action on an incident.

To keep this a bit more generic as an open source project, I changed Racker to helper in the title. We can pick another name if warranted. Maybe support?

Alright, sure, fair enough.

"Helper" sounds kind of off but I can't think of a better name either. "Support" is more of a collective name. "User" doesn't communicate which end of the ticket we're talking about.
