Bump version to 1.4.0
Include instructions to build deb using https://github.com/raxpkg/recap.git

This checked out fine and instructions work as expected.

I would just add the following after line 101 to include the install step and pull in the dependencies (links, iotop, etc): # apt-get install ../recap_${latest_tag}*_all.deb
