Updating the "Limitations / Known Issues" section there have been some changes made to the SG offering.
3 - Regarding outbound security groups, This is supported now, just has to be done via the api ONLY.
5 - Security Groups are no longer in Limited Availability these are in GA now so all customers should be able to use it. The exception for RackConnected customers is they have to be v3 and using Cloud Load Balancers. There are some additional steps that need to be taken against the account internally so they would need to contact support first before they can use SG's on RCv3.
