doc: add a README and document how to run local builds #3

I wanted to get familiar with how pkg-build works in hopes of contributing some improvements in the future (and possibly hosting my own build server). I took some notes as I was getting it to run locally and figured I'd convert them into a README.md to save future contributors some time, hence this PR.

Thanks! While pkg-build really needs proper documentation, this is obviously helpful and a step in the right direction.

Ah, I should have submitted my notes on how I wrestled with pkg-build 😜 Let me see if I can make pkg-build more accessible. 😀
