Add testing configuration #69

Provide a convenient testing configuration. Note that the steps to create pkgs-all.json.gz locally could be skipped once #68 is fixed

I +1 this, these are pretty much the steps which I had to do to build and test locally. As I hadn't seen this PR, it required quite a bit of trial and error (with the gz which isn't a gz, and realizing that contrarily to what the README says, the live config shouldn't be used for testing, but rather a modified config from the tonyg config). :)
