Python 3 support #218

Now, Python 2 is deprecated, the package should target Python 3. This changes provide this.

First, I would like to thank you very much for this huge contribution!

Unless I am mistaken, most of your patchs are included as part of ce1fc3f, 90f5676 and f7040b8, then I'm closing this PR.

Slurm-web v2.4.0 now officially supports Python 3.
