As discussed in #315, we should investigate and analyze the requirement of Environment=SLURMRESTD_SECURITY=disable_user_check in slurmrestd service configuration override.

A regression has been identified in slurmrestd regarding this environment variable, a patch has been proposed to Slurm maintainers: https://support.schedmd.com/show_bug.cgi?id=20773
