[REQUEST] refactor deployment/module processing

• [ ] each module should result in one step/job object that contains all information needed to execute it
• [ ] all steps/jobs are added to a FIFO queue for execution AND/OR we can use a similar graph & plan structure to CFNgin
• [ ] logic should be broken up for easy testing
  • [ ] should have 100% test coverage

This could open up future functionality such as:

• remote workers (using SQS for example) to offload deployment to other systems
• dependency chains to allow for dynamic multiprocessing

This may be a valid task to look into process/thread naming to provide more descriptive values that can be pulled into log messages (#487).
