update bower version to 1.8.8 #153

in order to make this work the bootstrap version also needed to be added as a resolution.

@crobby i think this is ok to go, i'm not sure the jenkins-ci will be able to complete though. seems like it's looking for an internal openshift deploy.

Yes, the jenkins tests are not quite right these days. Travis-ci is the test of record. Thanks for sorting it all out!
