user can be username or slotid
!lock spec user
    locks the specified user spec until unlocked

!lock teams [time]
    locks the teams (anyone currently in red and blue) specs may join a team,
but are locked to that team until team locks are removed. time is optional
variable that will limit the time teams are locked, without it lock will
end at map change. Users can change classes during lock time.  If user
quits and rejoins, he will be placed into team he was in before /disconnect.

!lock mute user
    locks the specified user mute until unlocked

!lock knife [user]
    locks the specified user into knife only, if user parameter is not
specified, locks all users to knife only option.
