Feature Request: !unlock #2

!unlock all
    removes all locks currently on server, limit, can only be performed
administrator (rcon)

!unlock teams
    removes team locks

!unlock spec user
    removes spec lock from specified user, if keyword all is used all spec
locks will be removed.

!unlock mute user
    removes mute lock from specified user, does not unmute user, if keyword
all is used, all mute locks will be removed.
