Vote limits, after specified time votes are restricted, works in
conjunction and similar to vote_allow; vote_allow must be 1 for limited
vote or will be ignored.

vote_allow_balancedteams 1
vote_limit_balancedteams 30

the above vote for balanced teams is on and will be limited at 30 seconds.
 After 30 seconds voting for balanced teams will not be allowed.
