Description

Updates from pkg_resources (setuptools) to importlib and updates to version-1.0 of cmsis-svd, good refactor carried on by ARMify project.

The use of my fork is temporary, hopefully https://github.com/cmsis-svd/cmsis-svd/pull/185 gets reviewed and fixed upstream by @VincentDary.
