Added text regarding the parallel connection requests detailed in RFC 6614 Section 2.3

I would suggest to move this specification maybe even in an own paragraph.

This is not linked to (D)TLS directly, more in the direction of handling the underlying connection, and I think we need to add a few sentences for this exponential back-off mechanism.

It may be useful to have a section on managing connections, and distributing packets across connections.
