move TLS response cache invalidation to common section #6

Invalidation of response cache applies to both TLS and DTLS since both are TLS session based. Move paragraph to the common section.

Since the client connection is closed, those responses from the home server to the proxy server SHOULD be silently discarded by the proxy

Maybe make this MUST? If the home server replies, there's no way for the proxy to send the packet anywhere.
