Please do work for this task in a branch called issue-759.

We need a way to:

Download the database from the comp eng instance.
Run it through the script to produce a development fixture that includes no student data
Provide hypothetical students who have taken comp eng courses.

This might involve some refactoring of the current development fixture scripts.
