Replace radian-new-emacs with restart-emacs-start-new-emacs #479

On my emacs 27.1, I get that the patch radian-new-emacs is invalid. The new implementation of restart-emacs already allows starting a new emacs without killing the previous one (should be done by calling restart-emacs-start-new-emacs which makes radian-new-emacs unnecessary).

This needs the latest version of restart-emacs, so I've updated the lockfile accordingly on this branch.
