Define scope of specification #10

The Purpose section of the main README defines the scope of the specification as applying to "ML models that operate on geospatial data".

This issue is intended to open a discussion on whether this is the best way for us to scope this document, or whether that scope needs to be broadened or narrowed.

I think as a starting point this reads well. One thing we should be careful is using the term imagery in the specification. Imagery refers to satellite imagery specifically, and not all geospatial models use satellite imagery.

Good point. I reviewed the spec and it looks like there are now only a couple of remaining references to "imagery", mostly as examples or in reference to specific STAC specs.

We should definitely keep an eye on this in PR reviews, though, to make sure we're not inadvertently restricting the scope to imagery.

Closing this since it seems the scope is good enough for now. We can revisit this in future issues if there is a need.
