Start core model spec #3

This starts to flesh out the core of the model metadata spec, including:

Top-level properties like model ID and type
Links to descriptions of more complex fields like environment
UPDATE: Also adds code of conduct and basic contributing guidelines

I'll fill in the details on some of these more complicated linked fields in a future PR.
