More PSC clarifications #1066

Some suggestions from: #1059

timeline for votes what to vote on how to vote? +1, 0, -1? (there was no -1 in the last vote?!) Example: https://openeo.org/psc.html

We are still figuring these out, so should continue to use the PSC and see how it works, but once practices are figured out we should add more to the docs on how it actually functions.
