update jupyterhub #516

Bugs like https://github.com/radiasoft/download/issues/515 are confusing because we are on an old version of jupyterhub and some (not all) of our deps are pinned. I think we should update jupyterhub and remove all pins. Better to fix breakage as it happens.

Just spoke with jon. #515 is annoying people so he gave me time on the accel project to fix it. I'm going to fix it by updating jupyterhub which will accomplish two tasks (the update which we've been needing to do and fix #515).

I'll get to it next week.
