Fix #620: default to no nfs for slurm-dev #623

Normal case is running slurm on the same machine as Sirepo so nfs isn't needed. So, this "fixes" the issue by getting around it.

Will need to actually resolve NFS issues between hosts when we solve multihost vm_devbox deployments.
