Update to genesis4 #710

It may be we need to run genesis 3 and 4 side by side because genesis 4 could have been backwards incompatible. I'll test against sirepo examples.

The input file has changed in genesis4. Not worth updating sirepo to account for this. I'll just install a genesis4 binary and we can run it along side the existing genesis.
