shim for systemd.timers to adjust for time zone #16

Need to adjust the time by an hour when DST shifts for a timezone with systemd.timers. Log rotation, etc. really should occur at known times.

a newer version of systemd has on_calendar with timezones. Perhaps there will be a patch to centos 7, but unlikely. Kind of a pain, but should be doable to simply sleep for an hour when not in DST and set the timers for DST. Nothing to do until Oct. :)

af4855f does not quite fix this, but makes it easier to manage.
