Require a minimum ratio of pump pulse waist to seed pulse waist #52

Throw an exception if this minimum ratio is not met.

Include a property of the crystal, 'safe_gain', that can be set to false if the user wants to investigate amplification behavior where the minimum ratio of pump pulse waist to seed pulse waist is not met.

This has not been a problem since other issues have been addressed.
