Error analysis tools #5090

Develop tools for running error analysis studies in elegant and mad-x. There are tools that allow for tolerance studies but we want to build this into a widget that is easily accessible by the user. The user should be able to randomly assign alignment errors to objects in the lattice and then run a series of simulations. We should build visualization tools for these as well. This also supports fastfelo.
