Docker update #326

Docker issue first brought up by CIL where FACTS was either not running, or would error out when looking for installed packages. Hotfix was to drop the RCT versions and place to the ve creation and package installation into the same layer in the dockerfile. Further investigation into why higher versions of the radical cybertools stack cause this error is necessary.

This did not resolve the issue unfortunately
