Support 1st stage of PSU use case on Cheyenne #28

The data has been uploaded on to Stampede by Weiming. Our script (which uses the previous entk) has been tested with this new data on Stampede by me. Weiming has someone gsissh issues that we will address over a call. Once fixed, Weiming will then verify.

PSU created a larger dataset that requires an iteration of the python script for the experiment. RU and PSU to arrange a dedicated meeting to produce this iteration.

We have tested this dataset and the updated EnTK scripts + Analog ensemble on SuperMIC

VB to test SAGA and RP with a config file similar to those of existing machines.

Compile list of questions regarding access, system policy and submission policy. Convert questions into tickets if needed to be forwarded to sys admins.
