Spack package for py-radical-* is old #3112

Please update the spack package for py-radical-*, currently they are at version 1.20.0

@mtitov : I would suggest that we clean out the old versions which still depend on MongoDB? After discussion: we keep 1.20 and 1.30 for the time being, will phase out on a later update.
