This PR ensures that flux runs create correct events for RA plots. The old utilization plots are not supported though as we have no means to learn what exact resources flux assigned to a task.
The PR also updates events.md to reflect the current set of events - radical-analytics-check <sid> now works again. And the PR updates some staging inconsistencies.
