Waivers are currently not automatically built when they are defined as third parties in pentext. The .fo files are created, but fop is not kicked of to convert these into pdfs. code over here: https://github.com/radicallyopensecurity/pentext-docker/blob/main/docbuilder/scripts/build-document.sh
