Adds stuff about the IAM user to docs

Might be worth specifying that this example policy assumes a VPC and is loosely restricted to said VPC - I never know how much to spoonfeed in docs though! like, what is AWS's responsibility docs wise and what is ours?

Anyway, good stuff, merging
