I just found this App.

For what is that? And how to use it?

It is now what C# Shell uses to make your program into an APK.

I didn't understand, it seems without this app, i still could export my project to apk, i have use this app, load a program, i dont know what file should i pick, i already tested with many things such as .csproj file, a single xaml/cs file, and exported assembly file (exe), all of that does nothing.

Any step for using this?

No steps beyond installing it when the new 3.0 update Google Play version prompts. The other versions don't and/or won't use it, though.
