Switch CI to github actions from travis #89

Following @astrofrog's changes in spectral-cube (https://github.com/radio-astro-tools/spectral-cube/pull/685), change radio-beam CI to github actions.

Even running single branch tests (e.g., #87), it takes travis a long time to start running.
