We should enable a way to write out header that are compatible with NRAO's archive.

This should (I think) mostly be adding in redundant axes that otherwise get dropped (e.g., 4th axis in a cube for Stokes I).

@low-sky, we could borrow from whatever you needed for the PHANGS delivery
