inconsistent timezones #97

Only the default fill value seems to be in UTC. But the exact time chosen in the input box is used in the query. That is, no time zone conversion is happening internally. I initially assumed I need to enter UTC since the default display was UTC, but that doesn't work. I need to manually enter localtime.
