depending in which order you add overlays to the mapcontrol, there are some issues with tooltips not overlapping all elements (makers) of overlying overlays.
In my case I need tooltips on markers of both of those overlays and the custom marker with a bitmap (black circled dot) shines through the tooltip of the marker of the underlying overlay.
