Required Functionality:

Users should be able to
- create a fault report
- see their submitted faults
- add a comment to a fault they own
- view system status
Developers should be able to
- view and comment on all faults
- view their assigned faults on a seperate page
- prioritise the report
- assign the report to another developer
- close the fault
- update system status
- add messages to the system status page

A link to the fault system should potentially be added to the navigation bar. Also, when a fault is created or updated, an email should be sent to the owner and developers.
